GENERAL SUMMARY
The Coordinator of State and Federal programs provides leadership, direction, and staff assistance toward the planning, development, coordination, evaluation, and research of all State and Federal programs, projects, and grants. The Coordinator of State and Federal programs is responsible for maintaining grant-related calendars, records, and documentation. Reports to the Superintendent.
ESSENTIAL JOB FUNCTIONS
Administers, directs, and manages all federal programming to promote and facilitate a successful learning environment, and the accomplishment of District schedules, goals and objectives.
Ensures internal compliance with federal guidelines, state statues, and administrative regulations for all federal programming, and assist division leadership and schools in implementation.
Plan, administer, and monitor all federal budgets including state and federal grants in collaboration with department and school level administrators.
Provides leadership and direction for all state and federal programs, to include grant writing, program implementation, budgeting, and reporting.
Maintains confidentiality of federal programs records.
Prepares reports and information for the school board regarding the application for and acquisition of federal funds.
Prepares reports for executive review relative to policy development and implementation.
Provides leadership and direction for grant funded programs, budget, and staff.
Provides leadership and direction for audits for all state and federal programs. Develops, monitors, supervises and manages all aspects of the annual budgets for federal programs, coordinate budget requests with individual schools relative to federal programs.
Maintains open communication with executive staff and various levels of support staff.
Prepares various reports and documentation for executive team members and South Carolina Department of Education review.
Advises the Superintendent regarding matters related to federal programming and other matters.
Conducts research to identify project-appropriate funding sources and provide this information to applicable staff.
Establishes and maintains contacts and strong working relationships with a variety of federal, state, community, and foundation funding sources to identify and solicit grants.
Maintains activity tracking system, and related confidential files.
Collaborates with stakeholders to review, update, and communicate LCSD Grant Policy and Implementation Procedures.
Prioritizes work to keep multiple projects moving in a timely manner, meet deadlines, and manage supplemental information required for proposals, with efficiency and accuracy.
Interacts with others in a respectful and cooperative manner at all times.
Willingly performs other duties as assigned or requested.
QUALIFICATIONS
Master’s degree from an accredited college or university in educational administration.
Must have experience with school finance and experience working at the district level.
A minimum of five years of experience with grants.
Thorough knowledge of grant applications and writing.
Thorough knowledge of federal and state grant regulations.
Knowledge of and skill in the use of GEMS, presentation, internet, spreadsheet, word processing, and related applications. Knowledge of and skill in data analysis.
Excellent written and oral communication skills. Excellent research and organizational skills.
Skill in preparing and presenting reports and training. Skill in speaking and presenting before groups. Skill in analyzing procedures and practices and developing improvements.
Skill in records management.
Ability to seek and synthesize information and communicate in a succinct and compelling manner. Ability to work independently. Ability to work effectively under pressure and meet tight deadlines. Ability to explain relevant issues, laws, and regulations. Ability to manage multiple projects.
Advanced computer skills on MS Office and accounting software.
SALARY
Salary will be determined by actual relevant experience and in conjunction with salary procedures of the Lee County School District.
