GENERAL SUMMARY

 

Given broad autonomy, this position evaluates, formulates, and implements District academic programs. Conducts the development and supervision of instructional programs, academic operations, staff, curriculum planning, and other related functions. Assists the Superintendent in the development of educational philosophy, long term strategic planning, policy development and implementation of objectives in order to directly benefit each individual student. Develops the leadership of the Principals. Reports to the Superintendent.

 

ESSENTIAL FUNCTIONS

Oversees all curriculum and program development – early childhood through secondary levels.

 

Plans and administers an efficient system for supervising and evaluating all personnel in the Division of Instruction.

 

Provides leadership for the Division of Instruction in order to develop a current, effective

instructional program.

 

Assists in the preparation and administration of the district's budget.

 

Assumes responsibility for budget development and long-range financial planning of the

Division of Instruction.

 

Keeps informed of and interprets all laws, regulations, statutes, rules and policies, affecting the

Division of Instruction.

 

Attends School Board meetings and presents data related to the Division of Instruction, as

directed by the Superintendent.

 

Attends and presides over such other meetings as the Superintendent designates.

 

Prepares drafts of needed Board policies, administrative rules, and status reports for the

Superintendent's review and action.

 

Coordinates and supervises the work of all staff members in the Division of Instruction.

 

Oversees the development of strategies that address students' strengths and weaknesses.

 

Assists staff members with analyzing results for all state assessments, End-Of-Course Tests, High School Assessment Program, SAT, ACT, PLAN, WorkKeys, South Carolina Readiness Assessment Program, and DIAL 3.

 

Represents the district at national, state, district, and community conferences, training sessions, and meetings-related to instructional improvement.

 

Submits State Department of Education grant applications for approval.

 

Plans and implements the Professional Development Program for the District (teachers, principals, and other staff)

 

Coordinates the leadership development activities/meetings of the Principals, Assistant Principals and Administrative Team.

 

Oversees school/district strategic planning.

 

Oversees all fine arts programs.

 

Oversees Instructional Technology planning and implementation.

 

Oversees Business and Community Partnership development.

 

Oversees Gifted and Talented programming/planning.

 

Oversees Federal programs.

 

Oversees District/State Testing and Accountability Program.

 

Makes frequent on-site visits to schools for the purpose of instructional program evaluation and assessment.

 

Coordinates and assists with planning School Choice initiatives.

 

Reviews and approves all field trip requests.

 

Interacts with others in a respectful and cooperative manner at all times.

Willingly performs all other duties and responsibilities as assigned or required.

 

JOB SPECIFICATIONS

 

Education and Experience:

 

Doctorate preferred. Master's Degree or higher from an accredited college or university. A valid South Carolina teaching certificate. South Carolina Certification as a principal, supervisor, and/or superintendent. At least five (5) years of successful classroom teaching experience. At least three (3) years of experience as an administrator. Such alternatives to the above qualifications as the Superintendent and the Board of Trustees may find appropriate and acceptable.

 

Knowledge:

 

Extensive knowledge of academic management functions, programs, policies, procedures, and systems. Knowledge in the development, planning, organization, implementation and management of instructional programs and practices designed to meet educational objectives and requirements.  Knowledge of the principles of management, and the standards, regulations, and laws relating to educational activities.  Knowledge in the proper methods for development, implementation and control of financial resources and budgets.  Knows how to keep abreast of changes in policy, standards, procedures, and regulations pertinent to personnel and community relations functions.

 

Skills/Effort:

 

Advanced management, organizational, human relations, communications and interpersonal skills.  Ability to develop and maintain effective working relationships with district staff.  Ability to plan, develop, administer, and monitor various personnel activities and programs in compliance with all relative federal and state regulations, and district policies, procedures and standards.  Ability to use and effectively apply independent judgment and discretion given broad autonomy in directing and managing areas of accountability. Ability to instruct others through explanation, demonstration and supervised practice, and/or make recommendations on the basis of technical disciplines. Ability to plan, prepare and monitor the department budget.  Ability to complete, process, and maintain all required records, reports, and other information. Ability to develop and maintain effective communications with district employees, the Superintendent, media representatives, attorneys, and the general public. Ability to create electronic reports and presentations, use the internet efficiently, communicate electronically via e-mail, and manage electronic data and files in an organized manner.

 

Working Conditions:

 

Office environment with little exposure to environmental conditions. Physical demands are restricted to general office activities requiring movement/lifting items weighing up to ten pounds.  Routine local travel required; occasional overnight travel required.  Requires ability to work under a degree of stress related to duties that require considerable attention and meeting deadlines.
